PUC staff seeks penalties, refund in hearing over alleged unpermitted Jan. 31 tow by Robert Young

The Colorado Public Utilities Commission heard evidence in Proceeding No. 24G-0546TO over an administrative complaint alleging that Robert Young, doing business as Tow2Go LLC, towed a vehicle on Jan. 31, 2024, without an active permit, without required insurance on file, and without providing an itemized tow invoice. PUC criminal investigator Jay Estrada testified for staff that the complainant was charged a full day of storage and told she could pay by cash only.

Why it matters: PUC rules require authorized nonconsensual tows to be supported by written authorization and a completed tow record, to accept major credit cards, and to maintain permits, insurance and storage-lot addresses on file. Staff told the hearing that the evidence shows apparent violations of those requirements and asked the ALJ to sustain the civil penalty assessment and order a refund to the complainant.
