Committee updates research and promotion rules: nondiscrimination language added; state exit exam reference removed

The Beaufort County Board of Education academics committee on Feb. 25 reviewed two instructional administrative regulations that the district said were updated to add nondiscrimination language and to align with state requirements.
Director of Secondary Miss McKinsey presented IS 42 (conducting research) and IS 48 (promotion, retention and acceleration). She said both administrative regulations will now include a nondiscrimination clause in section 2. IS 42 also updates the district contact for research applications: the point of contact was listed previously as Lana Simmons and is now Denise Hook on the district application materials and website.
Miss McKinsey said the IS 42 revisions keep the district’s expectations for research applications consistent with university-level review: higher-degree research generally requires an institutional review board (IRB) or a departmental letter indicating that an IRB is not required. She said handwritten applications are returned for correction and that the district expects a professional level of submission.
On IS 48, Miss McKinsey told the committee that South Carolina has removed the state exit exam requirement and the district is removing the sentence that referenced the exit exam from the administrative regulation. She said the change was redlined in committee materials and that the final copy removes the sentence. “South Carolina has removed state exit exam from their requirements,” she said, noting the district language was updated to remain consistent with state policy.
Board members asked clarifying questions about which documents were redlined and where to find the executive summaries and redline copies in the meeting packet. Staff said each AR presented had an executive summary and, when applicable, a redline copy showing edits.
Ending: Staff said the two ARs are short and procedural; they will proceed through the district’s review process and be returned to the committee as required for final action.
