Library project: commissioners delay decision on Riverton parking-lot repairs, weigh maintenance vs. full replacement

Fremont County commissioners deferred a decision on a proposed resurfacing of the Riverton Library parking lot after library staff, county transportation staff and engineering consultants presented competing bids and a lower-cost maintenance alternative.
Anu Markle, library director, told the commission the county has about $245,000 remaining of Library, Archives and Technology (LATC) funds previously approved for the project and that two contractors submitted differing proposals on whether underlying subgrade work was needed. “One company thought that all the subgrade under the Riverton parking lot needed to be replaced and the other said no,” Markle said, summarizing the review and a geotechnical reading the county obtained.
The bids presented included a full-surface replacement option and a preservation/maintenance option. Commissioners heard a 3-inch replacement proposal priced in the packet at about $288,709 and a 4-inch proposal with a similar—slightly higher—price reported around $292,900 from competing bidders. Consultants said a 4-inch asphalt overlay would likely last about 15 to 20 years; crack sealing and slurry-seal maintenance could extend the life of the existing pavement and would need recurring work about every five years.
Because the county’s overall budget outlook for the year remains unsettled, Commissioner Jones and others recommended postponing any authorization to spend beyond the LATC balance until after the legislature’s actions and a clearer county budget picture are available. The county transportation superintendent and library staff requested more firm, itemized cost breakdowns, including a proposal that isolates the Riverton Library portion of any multi-site maintenance quote.
The commission did not take a binding vote to spend additional funds and instructed staff to provide a clearer breakdown of costs tailored to Riverton’s lot and to revisit the item later in the budget process.
Speakers indicated the likely options moving forward are: (1) proceed with a full replacement if additional funding is identified; (2) select the maintenance/preservation option (seal or slurry) to preserve the lot for roughly a decade; or (3) delay work pending budget clarity. Commissioners favored delaying final authorization.
No formal appropriation was approved; the matter will return to the commission with itemized cost options and any recommended funding sources.
