The Hopewell City Council voted unanimously to enter a closed meeting to discuss board and commission appointments and to consult with legal counsel. The motion, read aloud by a city staff member, cited Virginia code provisions authorizing closed sessions for appointment discussions and legal consultation.
City staff clarified during the meeting that the Hopewell Redevelopment and Housing Authority (HRHA) would be added to the list of bodies named in the motion. "And specifically for the madam clerk, the HRHA, Hopewell Redevelopment Housing Authority, would be inserted in the parenthetical just after city attorney," a speaker said.
Councilor Holloway moved to enter the closed session; Vice Mayor Joyner seconded. The council recorded the motion as passed 7-0.
Separately, the council voted to allow Councilor Harris to participate in the meeting remotely for medical reasons. Councilor Day made the motion to permit remote participation; Vice Mayor Joyner seconded. Councilor Harris stated the reason on the record as "medical reasons." The motion to allow remote participation passed 6-0 on roll call.
After the closed meeting the council made a public certification under Virginia code that only matters identified in the closed-meeting motion were discussed; that certification passed 7-0.
