The Hopewell City Council appointed Anthony Bissett as the city attorney in a 6-1 vote at a special meeting.
Councilor Stokes opposed the appointment, saying he could not support the choice because the position was not filled through a competitive process. "I was choosing my words wisely. First of all, it's first of all, I wanna say to the community, happy Black History Month. And in that same regard, being new on council, I could not support non competitiveness with this particular position. Being handed only 1 applicant to choose from kind of I would like to have seen more competition. So that will be the reason for my vote," Councilor Stokes said.
The motion to appoint Anthony Bissett was made by Councilor Holloway and seconded by Vice Mayor Joyner. During the roll call, Councilor Stokes voted "no"; Vice Mayor Joyner, Councilor Harris, Mayor Parton, Councilor Ellis, Councilor Day and Councilor Depp voted "yes." The council recorded the outcome as 6 to 1 in favor of the appointment.
There was no further substantive debate recorded on the qualifications of the appointee in the public portion of the meeting transcript. After the vote the council moved to adjourn.
