The Hopewell City Council adopted an inclement-weather operations and safety policy and approved the city council meeting schedule for the year, while councilors debated whether to change meeting times and whether the May meeting should be moved because of potential Hopewell High School graduation events.
City staff presented the inclement-weather policy, which guides how the council will proceed if hazardous weather or other emergencies make attendance unsafe. The policy states that if the mayor, or the mayor’s designee in their absence, determines conditions make attending a regular meeting hazardous, the council’s meeting should be continued to the following Tuesday where possible; if that is not feasible the mayor will select another date with concurrence of a council majority. The council voted to adopt the policy by roll call, 7-0.
The council also reviewed and voted to adopt its annual meeting calendar, set primarily as the first, second and fourth Tuesday of each month. Staff noted that March dates may be affected by the National League of Cities conference; members discussed November VML timing and other conference impacts. Councilors raised a scheduling conflict in May: Hopewell High School’s graduation-related events may occur during the week of the regular May meeting (May 27). Councilor comments suggested options including moving the May meeting to May 20 or to Thursday, May 29, and flagging the date to revisit after the school system confirms its schedule. The council approved the calendar as presented and agreed to revisit the May 27 date as the school’s schedule becomes firm; the calendar motion passed 7-0.
During the discussion, Councilor Joyner urged the council to consider whether the city should change its basic meeting rhythm—she noted surrounding jurisdictions often hold one formal council meeting per month plus separate work sessions, and suggested exploring a pilot that moves some business to work sessions or earlier hours so that public attendees are not waiting during long closed sessions. City staff agreed to bring options back to council for consideration.
