Vice Mayor Joyner moved the motion and Councilor Dett seconded. Roll call votes produced a 6-1 outcome; Councilor Malloy and Councilor Allen recorded "no" votes at different points in the roll call dialogue, and one councilor stated "I said no." The clerk announced the motion passed 6 to 1.
The contract was authorized to proceed with the funding source and the return of unused funds as described by staff.
