Chief Operating Officer Peter Lusk explained the staff plan: a formal, time‑boxed budget suggestions calendar plus a parallel, ongoing suggestion channel for members to submit feedback year‑round. “We want to launch a kind of secondary process at the same time that's an ongoing year‑round member suggestion process,” Lusk said, adding that some suggestions received after the formal deadline could still be considered for the current year or queued for the next budget cycle.
Directors raised process and fairness questions. Director Johnson warned that a rolling process without a clear cutoff could create perceptions of unfairness if late suggestions are excluded from the current budget. “If we're gonna do something rolling, we also include some kind of date where we say…we will continue taking suggestions, but we're going to stop on this date,” he said. Staff and several directors proposed practical approaches: receive year‑round feedback, treat late items as candidates for the next year or evaluate whether they can be handled in current operating funds, and provide a staff response on every suggestion so members know disposition.
Director Santa proposed additional steps for board review of the suggestion intake form and suggested the board review the form and criteria at the March 13 meeting. Several directors urged staff to provide more complete staff responses on the suggestion matrix; Treasurer Petrine asked that the responses be visible so members see whether staff considered or rejected suggestions.
