Grand Island approves Fonner Park ground lease to pave about 1,100 public parking stalls

The Grand Island City Council on Feb. 25 approved a ground lease that will allow Fonner Park (the Hall County Livestock Improvement Authority) to construct roughly 1,100 paved parking stalls on city-owned land north of State Fair Boulevard to serve the Fonner Park campus, the Heartland Events Center, Island Oasis and the new casino.
City Administrator Laura McAloon presented the proposal and said Fonner Park will pay for construction and ongoing maintenance under the lease and the paved lot will remain public city property. “This is public parking. This is not exclusive to the casino,” McAloon said.
Council members debated the length of the agreement, long‑term flexibility for the Nebraska State Fair and whether the council should delay a decision for further stakeholder discussion.
