Staff told the commission the amendment consolidates and rebudgets funds for multiple items: $20,000 in the general fund for additional consulting services related to expansion of the Clearwater Largo Road redevelopment district; $722,600 in local option sales tax funds for Clearwater Largo Road Best Management Practices (Phase 1) and owner contingency; $222,000 in local option sales tax funds for the city portion of FDOT additional concrete curbing for buffered bike lanes on East Bay Drive (Highland Avenue to Belcher Road, with staff noting the construction stops short of Belcher at Outback Steakhouse); $68,000 for a vehicle replacement totaling damages from Hurricane Milton; $152,000 in the wastewater operations fund for HVAC replacement at the Environmental Services Administration Building; $100,000 in the general fund for a previously ordered Southwest Recreation Center HVAC unit; and a $650,000 transfer to ensure the Largo Central Park train shed budget is reflected in one place (administrative cleanup).
Staff said the $722,600 item was budgeted in FY24 but omitted from reconciliation and therefore re‑budgeted into FY25. The ordinance text summarized the changes and listed funding appendices; staff members were available to answer technical questions about project limits and schedules.
Commissioners asked when the Clearwater Largo Road redevelopment plan would return; staff said the consultant (Kimley-Horn) has delivered a final draft and the city is scheduling a work session and expects action in the coming weeks. Vice Mayor Holmes corrected an engineering description noting the East Bay Drive buffered bike lane funding runs to the Outback Steakhouse rather than to Belcher Road.
A motion to approve Ordinance No. 2025-15 on first reading and to schedule a second reading and public hearing for March 18, 2025 passed 7–0.
