Staff recommends data-driven vehicle replacement policy, pauses EV take-home policy for patrol cars
Summary
Staff proposed revising the city’s alternative-fuel vehicle policy to base replacements on data (age, mileage, maintenance) and to add GVWR- and duty-based definitions; commissioners signaled support for clarified definitions and a temporary hold on take‑home full EVs for patrol cars.
City staff presented proposed changes to Largo’s vehicle-replacement policy on Jan. 14, recommending a shift from a fixed 2030 purchase deadline toward data-driven replacement decisions and clarified vehicle definitions.
Shelby Bushman, utilities director, summarized the current policy and fleet: "Our total number of light duty fleet is 344 vehicles, and of that, 77 are hybrid, 13 are electric." She said those counts include hybrids arriving for the police department and other units and that, once pending orders are received, roughly 34% of the light-duty fleet would be alternative-fuel vehicles by staff calculations.
