Public Works staff outlined the scope of services Tetra Tech provided: hiring, scheduling and training field monitoring staff; certifying contractor vehicles for debris removal; monitoring and documenting contractor operations; creating and sharing progress reports with the city; reviewing and reconciling contractor invoices; and providing call-center support. Staff said the services helped solid waste operations return to normal more quickly and ensured consistent documentation needed for FEMA reimbursement.
Staff presented the item as two components: estimated support for Hurricane Helene at $8,864.93 and for Hurricane Milton at $605,475.07; those figures sum to $614,340.00, which staff used as the estimated amount in the motion. The motion to authorize emergency spending under the Pinellas County cooperative contract (RFP 22-061-PJJ) passed 7-0.
Staff said copies of the Tetra Tech task orders were included in the commission packet. The authorization covers work already performed and ongoing monitoring and documentation required for federal reimbursement.
