Commission approves $4.8 million GMP for Rosary Road Phase 2 complete-streets work

The Largo City Commission on Jan. 21 approved a guaranteed maximum price (GMP) for Phase 2 of the Rosary Road complete-streets project, authorizing Nelson Construction Inc. to build roadway, drainage, pedestrian and bicycle improvements between the Walmart truck entrance and Paradise Lane.

Staff said the city-funded component of Phase 2 includes traffic-calming measures, pavement improvements, a 10-foot-wide mixed-use path on the south side of Rosary Road, sidewalk upgrades on the north side, bike and pedestrian intersection improvements at Betty Lane South and drainage upgrades. Phase 1 had completed a connection from the Pinellas Trail to Eagle Lake Park; Phase 2 will connect to and improve access toward Eagle Lake Park.

Nelson Construction is the construction manager at-risk on the project; staff said Nelson participated in design through December 2024 and submitted the GMP at the end of the design phase. The approved GMP is $4,358,583 with an owner contingency of $455,000, totaling $4,813,583. Staff said work under the city-funded component will likely begin in March 2025, with messaging boards placed two weeks before construction activity; an FDOT- or grant-funded component of the broader project will start later in the spring and finish earlier in 2026.

Commissioners asked staff to clarify that this item is not the eastern Rosary Road project, which is a separate bid expected in September. Staff also agreed to post links to related county projects in the area when appropriate. The motion to approve the change order passed 7-0.
