Southwest ISD approves $7.5M fencing upgrade package to meet security standards

The Southwest ISD Board approved construction documents to upgrade security fencing across district campuses, a multi-campus work program the architect estimated at roughly $7.5 million.
Jerry Lammers of Allen Architects and his team reviewed campus-by-campus recommendations: picket (paled) panel fences at selected street-facing edges, welded wire (non-climb) panels where aesthetics and partial screening are appropriate, and replacement of existing 6-foot chain-link with 8-foot chain-link at rear yards where the 6-foot height does not meet the referenced security standard. The architect said each campus was assessed and drawings show where picket, welded-wire and 8-foot chain-link fences would be installed and where existing fencing will remain.
Lammers provided a preliminary cost estimate of about $7.5 million and said the district’s budget for the program was $8.5 million; he said the district expects approximately $4.2 million from state safety grants and the remainder from bond funds. The architect said the project will be bid as a straight bid (best value evaluation on price and experience) and that the team expects to advertise as soon as possible with an intent to bring a contract back in March.
A trustee asked whether the aquatic center’s back side should be fenced; the administration said it would evaluate adding fencing in that quadrant. After questions, the board voted to approve the construction documents and move forward with bidding.
The administration will return with final bid documents and a recommended contract award after solicitation.
