The action followed public comment from community advocates who said the district’s recording policy had been enforced before formal board adoption and had limited transparency. “Selective enforcement of unauthorized policy,” said Edna Almeida, a community advocate who spoke with Parents United and other advocates, adding that the district announced the new rule to media before informing the public and that advocates had been “subjected to escalating measures that impede our ability to inform and engage the public.”
Almeida told the board she and others began independently recording meetings after noticing that public comments were sometimes omitted or edited from the district’s official recordings. She cited what she characterized as retaliation directed at specific advocates and named two local organizers she said had been targeted. Almeida also cited the Texas Government Code provision that protects the public’s right to record open meetings.
The board convened a closed session under Texas Government Code §551.071 (consultation with attorney) and §551.074 (personnel matters) before returning to open session. In open session a motion was made to “uphold the decision at the level 2 hearing with the following exceptions: the board will review the area designated as the recording area in the regulation to ensure that there’s plenty of space; we will modify the ban imposed on Mr. Ismael Rincon to allow him to attend functions at his children's school where they are enrolled for the purpose of attending school‑sponsored activities; and the board will review the ban on Mr. Rincon in September of 2025 for possible consideration of either continuing with the ban or ending it.”
The motion received a second and passed by voice vote; the board announced that its decision is final in accordance with board policy GF(Local). The meeting record does not include a roll‑call tally or the name of the trustee who moved the motion.
