Authority awards $170,000 roof contract for Virginia Beach National and approves $180,000 for interior refresh

The Virginia Beach Development Authority awarded a $170,000 contract to Integral Contracting LLC for roof replacement at Virginia Beach National and approved $180,000 in capital maintenance funds to bid and complete an expanded interior refresh.

Pam (staff member) told the authority that facility condition assessments completed in spring 2024 had shown roof deficiencies that led to leaks. Early engineering estimates were roughly $310,000 before the building envelope was opened; the publicly advertised bid process produced a low bid of $170,000 after limited structural damage was found during inspection. Pam said the work will replace clay tiles with asphalt shingles and include sheathing, gutters, fascia, downspouts and exterior repainting.

The authority had previously authorized nearly $410,000 in July 2024 for interior painting and roof repairs; Pam recommended awarding the $170,000 roof contract and using up to $180,000 in capital maintenance funds to address additional interior items identified once the envelope was opened. The interior work includes replacement of flooring in damaged areas, replacement of moisture-damaged windows and doors, lighting upgrades, and repainting of locker-room and entry areas. Staff anticipates bidding the interior refresh with work completed in spring 2025.

Authority members asked about contractor qualifications; staff confirmed the low bidder passed required public-bid checkpoints including SWaM and legal reviews. Motions to award the roof contract and to authorize the interior refresh bid were each approved by voice vote.
