Lakeland NAC delays bylaw changes, votes to keep current president and schedules call to finalize rules

The Lakeland Neighborhood Association Coalition accepted its December meeting minutes, voted to keep the current president in office while bylaws are reviewed, and approved a call meeting to finalize bylaw amendments.
Shawanda Bonner, senior planner for Neighborhood Outreach, presented meeting minutes and asked the coalition to approve them. The motion to accept the minutes was moved by Karen Moore of the Dixieland Neighborhood Association and seconded by Lorenzo (Pauley Diaz Neighborhood Association). The chair called for a voice/hand vote; the minutes were adopted by the membership without a recorded roll-call tally.
Members then debated whether to amend bylaws before electing a new chair for the coalition. Several members argued that changing bylaws first would clarify eligibility and election procedures; others said time constraints and limited remaining regular meetings argued for electing officers under the current bylaws and scheduling a separate bylaw session.
Miss Taylor moved to keep the current president in place until the bylaws are finalized; Deborah Jackson seconded the motion. The motion carried by raised-hand vote; no formal roll-call tally was recorded in the minutes.
Members then voted to table bylaw amendments for a special (call) meeting to be scheduled in February. Miss Taylor made the motion that the bylaws be tabled and that a call meeting be held on or about Feb. 2; Deborah Jackson seconded. The motion carried by voice/hand vote. Shawanda Bonner said Neighborhood Outreach will issue the calendar notice and email invitations for the call meeting so neighborhood executive members can attend.
Coalition members were given the proposed bylaw language (two-page yellow handout) and instructed to review it and bring proposed amendments to the call meeting. Bonner said the yellow draft represented proposed language focused on election procedures and that a fuller packet from 2020 is available on request.
The body instructed Neighborhood Outreach to circulate the existing bylaws and proposed changes and to schedule the special meeting; presidents and executive representatives were asked to attend and review their neighborhood association bylaws ahead of that session.
