The Community Redevelopment Agency awarded the contract to update the Midtown redevelopment plan to Redevelopment Management Associates for a not‑to‑exceed amount of $317,500, after a competitive RFP process.
Staff said the RFP produced five responses, a shortlist of three and two final oral presentations. Redevelopment Management Associates received strong support from the advisory board and the CRA selection committee. A local‑preference adjustment had given a slightly higher numeric score to another bidder, but the CRA advisory board unanimously recommended Redevelopment Management Associates based on the perceived strength of the firm’s proposal.
The update will review conditions, performance measures, goals and objectives for Midtown and include an analysis of an extension (or other modification) to the CRA’s current sunset date. The CRA advisory board reviewed the shortlisted proposals at its Jan. 9 meeting and recommended award to Redevelopment Management Associates.
The commission approved the award by voice vote.

Redevelopment Management Associates will proceed with the project scope and deliverables under the not‑to‑exceed budget; staff will return with contract documents and a project schedule.
