Committee backs resolution urging city programs to prevent and report unlawful gambling rooms

The Committee on Public Safety and Customer Services reported Resolution 25-42 out for adoption. The resolution urges the city administration to implement prevention and reporting programs related to unlawful gambling rooms, consistent with recommendations from the Game Room Task Force.

Council Member Tupole, co-introducer with Council Member Nishimoto, told the committee the resolution focuses on public outreach, community surveys and data gathering to better understand where illegal game rooms operate and the harms they cause. Tupole cited instances in which game rooms were located near an elementary school and an elderly care facility and said the establishments often attract drug dealing, prostitution and violent incidents because large amounts of cash and sometimes illegal firearms are present.

Deputy Prosecuting Attorney Gabriel Huntington and Captain Pacarro supported the resolution; Huntington said the measure would fund education and resources for persons with gambling addiction and could use evidence gathered during search-warrant executions for outreach. Council members and administration witnesses said the resolution is a first step toward broader enforcement and community-protection measures. The chair recommended the resolution be reported out for adoption; the committee recorded no objections and ordered it so.
