At the March 5, 2025, St. Helens City Council work session, staff presented a draft monthly-report template and a standardized staff-report form intended to make department updates more consistent and efficient.
Staff described the template as a short form that would include background, staff analysis, budget impact, alternatives and a requested action. The proposed additions suggested by councilors included sections for grants and funding opportunities, key issues and challenges, action items for council, upcoming dates, and percent-complete markers for ongoing projects.
Councilors and staff discussed the reporting cadence. One councilor proposed every-other-month reporting for some departments to reduce staff burden; staff said they would take that suggestion back to the management team. Councilor Hubbard asked for completed-project indicators and budget results; staff said the strategic work plan update in progress could include percent-complete figures.
John (city administrator) said departments differ in volume and complexity and that the goal is to keep reports lean and useful so staff can provide the information councilors need without creating extra work. Staff indicated the template was a proposal and that further refinement with staff input would follow before the document is adopted.
No formal vote was taken; staff will consult the management team and return with recommendations and possible scheduling for implementation.
