Nathan Leek, the Fire Department deputy chief, said the bequest has delivered recurring funding since 2012 and that the department had received about $210,000 to date, most of which supported the marine program. The staff presentation said the current white‑label mobile app arrangement includes a per‑transaction fee; staff described that fee as 10 cents per transaction with portions payable to the service provider and a 2‑cent share that goes to Portland because the city uses Portland’s white‑label arrangement. Councilor Mocks moved approval; Paulson seconded. Council members asked for clearer written direction in the plan on curb management for hotel valet and drop‑off zones and for follow‑up on contract timelines and fees.
In a public hearing, the council approved a right‑of‑way vacation requested by Ginn Group LLC for an unimproved portion of Maxon Road. Ryan LaPosa, streets and transportation manager, described the area as roughly 11,428 square feet of unimproved right‑of‑way created by a WSDOT project. LaPosa said existing utilities include a stormwater line and recommended a 15‑foot easement centered on the pipe for maintenance: "What stormwater engineering is asking for is an easement that would be centered over that line, 7 and a half feet either side for a total of 15 feet," he said. Staff recommended compensation to the city based on assessor records; the staff remark cited a compensation figure described in the hearing as "$60,000.683" (staff presentation text) and tied the per‑square‑foot calculation to local assessor values. The council approved the vacation by roll call vote.
