Commissioners direct staff to pursue construction management-at-risk for DAV building renovation with USDA grant support

The Wagoner County Board of Commissioners voted Feb. 20 to proceed with a construction management-at-risk (CMAR) delivery method for renovation of the DAV building, a project that includes a $150,000 U.S. Department of Agriculture grant and additional funding from the county’s economic development authority.
Donna Heller, the county’s economic-development director, told commissioners the CMAR approach would allow the county to select a contractor and then negotiate a guaranteed maximum price, and that the authority is prepared to contribute funds and work with a CMAR firm on historic-preservation requirements. Heller also said staff had consulted the EDA attorney and included materials in the meeting packet describing the CMAR process and the project’s needs for review by the State Historic Preservation Office.
Commissioners approved a motion to move forward with solicitation under the CMAR model and to continue coordinating grants and EDA funding for the project. The board asked that the commissioner who represents the district be closely involved in oversight and that staff return with contractor qualifications, cost estimates and a project schedule.
