City staff (Miss Shelton) described the agreement as standard, requiring the foundation to maintain and repair the encroachment and to indemnify and insure the city. Minutes: Council approved minutes from a special-called swearing-in meeting in January and from the January council meeting. The motion passed on a voice/roll-call vote with all members present voting aye.
Annual Comprehensive Financial Report: The council accepted the city’s annual comprehensive financial report for the year ended June 30, 2024, following presentation by auditor Aaron Hawkins of Robertson Farmer & Cox. Hawkins reported an unmodified (clean) audit opinion, a general-fund year-end balance increase, and no internal-control findings or federal compliance findings. The acceptance was approved by unanimous vote.
Tourism Promotion Contingency Fund: The council awarded the remaining FY25 Tourism Promotion Contingency Fund balance of $95,970 to the Muscarelle Museum of Art to support marketing and promotion for the special exhibition The Genesis of the Sistine. Staff described the award as aimed at increasing overnight visitation; the museum’s marketing plan targets high‑income adults in the Mid‑Atlantic region. The award exhausted the FY25 contingency fund and passed on a unanimous vote.
Mayoral appointments and board appointment: Council adopted the policies and procedures manual that includes the mayoral appointments to boards and commissions and confirmed the appointment of Regina Kone to the Architectural Review Board for a four-year term ending Dec. 31, 2028. A roll-call vote approved the appointment.
Other: The meeting also included a presentation of monthly financial statements, departmental reports on human services and employment/housing programs, and public comment on several community issues.
