The committee discussed a proposed amendment to the town’s capital-planning bylaw that would change the dollar threshold used to define capital projects. The draft amendment would increase the threshold from the committee’s current one-year/multi-year $100,000 threshold to a flat $500,000 total-project threshold.
Members asked whether the $500,000 threshold is intended to be a single-year cutoff or a total-project cutoff spanning multiple years. ‘‘Does not carve it out. So I'm assuming 500…is the threshold to both,’’ said one committee member during the discussion. Tom and others urged clarification and suggested that raising the definition of capital would incentivize moving smaller projects into operating budgets.
Lisa Kushak joined the call and identified herself by name and street address. She said the recommended $500,000 threshold was a recommendation from the administration and that the select board had not yet taken a formal position. She offered to help arrange dialogue between CIAC and the town manager’s office to explain how the number was derived.
The committee asked staff to invite the town manager or his designee (Andy, referenced by members) to explain the rationale and whether the new threshold is intended to apply to single-year totals or multi-year projects. No committee vote was taken.
