CIAC members were told the department plans to finance the ambulance and use the ambulance fund to pay the financing; members requested that the Finance Committee clarify whether the proposed payment structure would be treated as debt subject to debt‑exclusion rules or counted inside the levy. Tom (CIAC member) asked the committee to flag the financing question for the Finance Committee to review.
Each vehicle request was approved by roll call as an advisory recommendation to include on the warrant. The committee noted the ambulance and fire engine will require further budgetary coordination with the Finance Committee and Town counsel if debt treatment or debt exclusion is relevant.
