Committee members said the article bundles classroom replacements across years and lacks a line‑item list of purchases. “It’s a blank check rather than something very specific,” one member said during discussion; the CIAC agreed it is appropriate for the school operating budget rather than the capital warrant. Several members noted similar items had been raised in prior years and that the CIAC’s report should recommend the expense be handled through the SPS operating budget process.
The committee approved language for the CIAC report saying the article “belongs within the SPS operating budget and not presented as a capital article” and that CIAC does not have enough detail to take a position on adequacy or necessity. The CIAC vote is advisory; Town Meeting and Finance Committee will consider the article’s placement and funding.
