Sudbury staff seek town match to secure $500,000 federal earmark for DPW emergency operations center

Town staff outlined a proposed capital article to provide a local match for a $500,000 federal earmark intended to rehabilitate the Department of Public Works’ (DPW) emergency operations space.
Sandra, Town staff, said the earmark originated from Senator Clark’s office and that federal agencies (FEMA and MEMA) who toured the site had indicated the town’s needs likely exceed the earmark. ‘‘We do need to provide a 25% match in order to do that work,’’ Sandra said, explaining the town must identify a local match to move forward with design and programming.
Committee members asked whether the earmark was funds on hand or a promise; Sandra said it is currently a promise. Committee members pressed staff on whether the $187,000 figure in the town’s SIP was the correct 25% match (25% of $500,000 is $125,000) and asked why staff requested $187,000; Sandra said she would check the arithmetic and that escalation and programming needs drove the higher figure. The committee discussed using an existing $50,000 article for initial schematic work and whether the match could be applied to schematic design costs.
Sandra described the physical constraints of the White Building at the back of the DPW complex (built 1956), including cramped locker rooms, single-gender bunk rooms and an office layout attached to the maintenance garage that creates fume and fire-hazard concerns. She said any full program would likely require a focused programming study and that some structural work (garage concrete floor) previously received design funding and has an engineer’s order-of-magnitude estimate of about $1.4 million.
No formal vote was taken. Committee members asked staff to pursue clarification with FEMA/MEMA and to confirm the earmark status, required match amount and how schematic and programming work would be funded prior to Capital Night.
