CIAC defers final approval of Haines and Nixon school roof articles pending design and firm cost estimates

The Capital Improvements Advisory Committee of the Town of Sudbury on Monday agreed that roof replacements at Haines and Nixon schools are necessary but voted to table final recommendations on funding until schematic design and updated cost estimates are complete.
The committee heard a presentation from Sandra (school facilities staff), who described the estimates as “an order of magnitude number” prepared without a design and said the projects are currently positioned to enter the Massachusetts School Building Authority review process. “It’s an order of magnitude number because why? We don't have a design. So this was for budgetary purposes only,” Sandra said.
Committee members pressed for more current, detailed estimates and questioned contingency and escalation assumptions. Tom (committee member) said he was not ready to approve the placeholder amount, telling the group, “No. We're not ready.” Several members echoed concerns about inflation and the small contingency applied to the October estimate and asked staff to confirm square footage and contingency assumptions used by the estimator.
Committee discussion reiterated that the MSBA process requires the town to have design funding and to certify fiscal capacity at defined checkpoints; Sandra said the town has secured schematic-design funding for Nixon and ARPA funds for Haines’ schematic. Victor (Finance Committee member) clarified process timing and MSBA deadlines: the MSBA will not establish a final budget until a design is complete and towns typically secure construction funding following design and a subsequent town meeting vote.
After extended discussion the CIAC voted to table both warrant articles pending completion of design work and “updated numbers following the completion of those design work.” The committee instructed staff to return with finalized cost estimates and said it will report its advisory recommendation to Town Meeting only after those updated numbers are available.
The committee also recorded in its report that the roofs are necessary and that it supports replacement as a concept, but withheld dollar-level approval until designers produce credible, final budgets.
