Votes at a glance: minutes adopted; closed meeting approved

The Portsmouth Planning and Investment Commission adopted the minutes of its Jan. 28, 2025, regular meeting and later voted to go into a closed meeting to discuss disposition of city-owned property and a prospective business expansion.

The commission voted on three recorded items during the session: adoption of the Jan. 28 minutes; a motion to go into closed session under Virginia statutory language cited by staff; and a post-closed-meeting certification that only matters identified in the motion were discussed. All recorded motions passed without opposition.

Adopt minutes: The commission adopted the Jan. 28, 2025, regular meeting minutes in a recorded voice vote. Recorded yes votes in the transcript were: Mr. Baer, Mr. Foster, Mr. Rice and Mr. Peterson. The chair announced the minutes were adopted by a 4 to 0 vote.

Closed meeting motion: The commission moved to enter a closed meeting under the Virginia code language read into the record (see authorities). The motion was seconded and approved on a roll call recorded as 5 to 0.

Certification vote: After the closed meeting, commissioners certified that only matters lawfully exempted under the Virginia Freedom of Information Act and only the matters listed in the motion had been discussed. The roll call in the transcript recorded each commissioner voting "yes."

Less-critical procedural items during the meeting included roll call, confirmation of a quorum and formation of an FY26 budget committee (discussed elsewhere in this package).

Ending: The commission then returned to open session, reported no additional business, and adjourned.
