Committee backs two roadway projects for NMDOT TPF grant applications; forwards resolution to finance committee

The Roswell Infrastructure Committee recommended a draft resolution supporting two projects to submit under the New Mexico Department of Transportation—s Transportation Project Fund (TPF) call for projects. Staff asked the committee to forward the draft resolution to the March 2025 finance committee for further action.
Staff identified the two proposed projects and draft application amounts: Second Street (Sunset to the east city limits) under pavement maintenance with a $1,520,000 application (95% NMDOT, 5% local match); and South Atkinson milling/overlay and ADA upgrades from Brasher to McAfee with a $2,660,000 application (95% NMDOT, 5% local match). Staff said awards under the TPF program will be announced after the DOT Highway Commission meets in September 2025.
A staff presenter said project awards require that projects be ready for bidding or procurement and that the city historically pledges a placeholder line in the budget pending awards. Committee members asked whether the city would budget the local match and were told engineering would place a placeholder line in the FY2026 budget to account for the potential local match if the award is made. A motion to recommend the resolution passed by voice vote and the item was forwarded to the March finance committee.
