Committee to advance opt‑in ‘stretch’ energy code item to town warrant after follow‑up research

Members of the Sudbury Sustainability Committee agreed to advance an article to the town warrant proposing the municipal specialized opt‑in stretch energy code, but they asked staff to gather more precise cost information and check inspections impacts before broader outreach.

Committee members said the select board discussed the proposal on Jan. 14 and was generally favorable. The committee noted Dan Carty of the select board raised concerns about cost implications and asked for "harder numbers" beyond a regional estimate that had been presented as "approximately a 4% increase," according to a staff summary of the prior meeting. Committee members asked staff to ask Dylan Patel, the regional coordinator, for tighter historical cost data and to consult the town building inspector about inspection burden; staff said Patrick Ryan handles the town's HERS rater work and would be consulted.

Members also noted limited new construction in Sudbury: staff reported there were 10 builders and 14 new residential starts in the last three years, which led several members to say the immediate local impact would likely be small. The committee discussed outreach: staff proposed a builders meeting in early March and a residents' forum in late March or early April. Committee members agreed to schedule those events and to include the item on the warrant for town meeting.

The committee did not vote on adopting the stretch code itself; it agreed to submit the article to the warrant and to return with more precise cost and inspection information before town meeting outreach.
