Staff updated the Infrastructure Committee on three development and grant-funded efforts: restoration and Phase 1 work at the Once We Forget Park (formerly Cocoon Park), the Community Development Block Grant (CDBG) public hearing schedule, and coordinated utility extensions at the Roswell Air Center.
Once We Forget Park: Staff said the city’s development agreement with the Spring River Corridor Foundation and a roughly $200,000 appropriation (packet cited appropriation 24-I2877) were intended to fund Phase 1 work: sidewalks, curb and gutter and parking-lot repairs. Flood damage to existing paving has brought the park into the city’s FEMA public-assistance request. Staff said they are in early-stage FEMA coordination and will seek FEMA budget appropriation this month so designers and FEMA can jointly refine the project scope.
CDBG: Staff told the committee there was no confirmed CDBG award yet; if funding becomes available the application window would be short. Staff said they will begin required public hearings (examples include sessions at the Boys & Girls Club and the library) to invite public input and stated the city typically uses CDBG for neighborhood sidewalk and infrastructure work where a 10% local match is required.
Roswell Air Center utilities: Staff presented a map and packet materials showing the proposed natural-gas extension; the gas PO (cited elsewhere in committee) would bring gas service to the southeast area of the air center. Staff noted the gas work is being coordinated with concurrent water and sewer force-main work and that the water design will include blank conduits for future communications (CenturyLink/plateau) to reduce future construction impacts.
Ending Staff will continue FEMA coordination for park repairs, proceed with public hearings required for a CDBG application if funding becomes available, and coordinate utility installations at the Roswell Air Center with the county and grant partners. The gas PO was referred to finance for final review.
