State Department says aid into Gaza must be delivered "in a safe framework"; demands release of hostages

Asked about Israel’s reported tactic of restricting humanitarian deliveries to pressure Hamas, Bruce said aid will be stopped where security cannot be guaranteed: "Aid can only be delivered in a safe framework so as long as it is something that is unsafe or we can't guarantee the safety of something moving in that is is going to be stopped." She reiterated the U.S. position that all hostages must be released for there to be a path forward.
Reporters asked whether the U.S. endorsed an Egyptian-backed plan for Gaza reconstruction that would see Gazans remain and rebuild with Arab funding and Palestinian leadership. Bruce said the plan had been welcomed as an effort but "does not meet the expectations" set by the administration and that continued diplomatic conversations are required to flesh out details and terms.
On outreach and conversations, Bruce framed meetings and envoys as vehicles for conveying U.S. policy rather than renouncing existing positions. She repeated that the administration’s approach is to seek a new path for peace and that, in her words, "as long as Hamas exists ... there is no way forward." Bruce also reiterated the administration’s public stance that it will continue pressing to secure the release of all hostages and to prevent groups it called malign actors from controlling Gaza.
