Buckley staff to raise general facility charges and traffic impact fee after cost‑index update

Why it matters: GFCs and impact fees are charged when new building occurs; higher charges will affect developers and builders and will appear in the city’s revised rates and fees document at the next council meeting.
Director Banks said the GFC increases are routine and are applied per the municipal schedule. The water GFC will rise from $8,695 to $8,948; the sewer GFC from $7,704 to $7,928; and the stormwater GFC from $10,138 to $10,433. The city will present the revised fee schedule at next Tuesday’s council meeting, Banks said.
On traffic impact fees, Banks said the current rate per PM peak trip is $4,188 and that the updated figure will be $4,809 per PM peak trip. The traffic fee change reflects three years of construction‑cost indexing that were not previously implemented in the fee schedule.
Councilmembers asked clarifying questions; no formal action was taken at the study session. Banks said the traffic change had been omitted previously because the fee schedule had been referenced in a different document; correcting that placement allows the annual index to apply going forward.
What the council did not decide: The council did not vote on the schedule at the study session; the adjustments will appear on next week’s council agenda for formal adoption.
