Lynchburg Planning Commission members split 3-3 on Feb. 26, 2025, when voting on a petition from LPP LLC to amend a conditional use permit for a pawn shop at 2811 Campbell Avenue so it could extend operating hours by 30 minutes at the start and end of each day and buy, sell and pawn firearms. The tie vote means the commission’s recommendation — effectively a denial — will be forwarded to Lynchburg City Council for a final decision.
The petition concerns a 0.32-acre property currently occupied by King Pawn. The pawnshop has operated at the address since a conditional use permit was approved by the Board of Zoning Appeals on March 25, 2014, with conditions that set operating hours and prohibited firearms. The current owner purchased the building in 2020; the applicant said the Bureau of Alcohol, Tobacco, Firearms and Explosives issued a federal firearms license for the location in 2021. Planning staff recommended approval of the requested amendments.
