Commission approves slate repair, gutters and porch work at 1308 Clay; tables metal-porch roofing submittal

The Historic Preservation Commission voted through several actions on a multi-part submittal for 1308 Clay Street from Victor Jose Munoz Guerrero of Maintenance Services and Supplies LLC.
The commission approved the applicant’s slate roof repairs and the repair of two 6-over-6 wood windows, with the expectation that replacements and repairs match existing materials and profiles and that window sashes and operability be restored. Commissioners also approved relining the property’s hidden gutters with EPDM rubber but required that any corroded or damaged metal in the original gutters be repaired before the liner is installed.
Commissioners required that porch ceilings and trim be repaired or replaced in kind: beadboard ceilings and original-size/profile wood trim must be used for any replacement where the meeting record showed synthetic or inappropriate materials in place. The commission approved repair or replacement of porch floorboards and stairs as needed, and reiterated that trim and beadboard must match the original in size and profile.
A separate motion to approve a machine-seamed snap-on standing-metal system for three porch roofs was tabled. Commissioners noted that the porches have low slopes (one had a 3/4:12 slope), that machine-seamed commercial profiles and low seams (1.5–2 inch) are not appropriate for very low slopes, and that some installers will not warranty machine-seamed systems at low slopes. The commission asked the applicant to return with a submittal showing a hand-crimped flat-seam system appropriate for 2:12 or lower slopes, or other historic-appropriate roofing that includes a warranty and proper installer documentation.
The applicant had acknowledged a stop-work order earlier in the project after unapproved materials were installed; commissioners and staff reiterated that submittals must be complete and approvals obtained before work continues. Staff agreed to coordinate submittal requirements and inspections with the applicant.
Motions on the slate-roof repair, the EPDM relining (conditioned on metal repairs), porch ceiling/trim in-kind replacement, window repair, and the paint/finish schedule passed on voice votes; the machine-seamed porch-metal roofing was tabled pending additional documentation.
