County administration: employee handbook engagement, property valuation and grants update; commissioners adopt Music in Our Schools proclamation

County coordinator Wendy Branson summarized several administrative items for the commission. Branson said the county received a proposed engagement letter from an outside contractor (Wendy Greeve’s office) to prepare an updated Hardy County employee handbook for a flat fee of $3,000 payable upon completion; commissioners had previously approved the engagement and the letter will be signed.
Branson also reported that West Virginia Corp completed property‑valuation desk reviews and interior/exterior inspections for county buildings; some locations were not visited during this valuation cycle if no significant structural changes occurred since the March 2021 review. She said the new communications tower value will be included on the next inventory update.
Branson announced the county received a federal JAG (Justice Assistance Grant) award of $25,000 for an East Hardy officer position at the high school. She also reviewed recreation and wellness updates and a customer‑service seminar available through Eastern Community College.
On ceremonial business, the commission moved, seconded and adopted a proclamation declaring March as Music in Our Schools Month. The proclamation cites the National Association for Music Education observance and asks residents to celebrate music education in schools.
