Jim Bender explained that a quit‑claim deed recorded in 1973 assigned the alley in two halves to adjoining owners, but only one side was recorded at the time. The unrecorded half now needs to be formally quit‑claimed to correct the record and allow the current property owner to include the alley portion when selling his parcel at 528 East Franklin Street.
If the council agrees, staff said they will introduce an ordinance at a special session next week to complete the quit‑claim and enable the property conveyance. No formal vote occurred at the work session; staff sought the council’s preliminary concurrence to proceed to ordinance introduction.
