Commissioners approve $3.69 million accounts payable, sign off on HR purchases and two procurement waivers; seal nonpublic minutes

Rockingham County commissioners approved an accounts payable list totaling $3,691,249.63 and a set of routine and procurement items during their March 6 meeting.

The board also approved a $10,000 line-item transfer to buy meeting-room furniture for the assisted-living facility to improve family meeting space and resident safety; staff said the transfer repurposes existing budget lines to replace unstable chairs and a wobbly table with safer, compliant seating.

Two bid-waiver requests from the sheriff’s office were approved: a request for ballistic and tactical gear totaling $11,512.84 and a request to purchase backup GPS time‑clock equipment for the county’s radio system at a proposed vendor price that will bring the year-to-vendor total above the $10,000 threshold (the request listed $14,083). Staff explained the GPS clock is necessary to keep digital radio transmissions synchronized and avoid garbled communications.

After returning from a lengthy set of nonpublic sessions, the board voted to seal minutes from seven topics (personnel, legal and internal-process matters) indefinitely under the cited statutory exemptions because public release could render proposed actions ineffective or prematurely disclose ongoing legal or personnel matters.
