Hollywood Park EDC moves into executive session to discuss possible incentives for business impacting enclave residents

The Hollywood Park Economic Development Corporation voted to go into executive session to discuss possible economic incentives and related ideas for businesses affecting residential properties in the enclave, including Regent TX. The motion to move into executive session cited Texas Government Code §551.087 and passed at about 6:46 p.m.; the board returned to open session at about 7:40 p.m. and the chair reported that no action was taken in executive session.

Board members said they had received input from enclave residents and that Regent TX representatives had met with some residents and members of the EDC. The EDC president (Janette) said she would reach out to Celeste at Regent TX to convene a meeting with Regent TX representatives, the enclave HOA, the mayor and the council to clarify Regent TX’s plans and timeline.

Board members asked whether it would be appropriate to discuss hypothetical incentive packages in open session; legal counsel (identified in the meeting as Austin) explained that discussions about economic incentives and deliberation of possible offers are one of the statutory exceptions allowing a closed meeting, provided the entity is negotiating with the business. Board members indicated they wanted a closed preliminary discussion to “pick those brains” and to avoid airing potential negotiating positions publicly while discussions with the business and residents were ongoing.

After executive session the board confirmed no action had been taken and asked staff to continue outreach and to schedule meetings with Regent TX and representatives as necessary.
