Rutherford County board approves fund movement, contracts and multiple school projects

The Rutherford County Board of Education approved a series of financial and construction items on the consent and business agenda, including a fund-balance amendment that shifts $1,635,468 to support a high-school LED lighting project and phase 1 of the Smyrna Elementary HVAC project.
The board approved an amendment moving money from Fund 177 to the maintenance and repair account (account 9130335) in the amount of $1,635,468. The amendment funds an additional $84,442 for a high school LED lighting project and $1,551,026 for phase 1 of Smyrna Elementary School’s HVAC work; the item was described as part of a two-year project that began last summer.
The board also approved human-resources and partnership items: a renewal agreement with Advantage XPO for substitute teacher services (the vendor’s bill rate will increase by $0.28 per substitute daily obtained), and a contract renewal with Middle Tennessee State University’s athletic training education program to place graduate students with Rutherford County Schools athletic trainers.
Engineering and construction items approved by the board included: a La Vergne High School CTE request to purchase a 10-by-16 portable barn (cost not to exceed $10,000, funded by the CTE department); a Cedar Grove Elementary cafeteria serving-line painting project ($44,729.25, funded from fund balance); a Rockvale High baseball/softball 30-by-70 metal batting facility ($18,759, funded by booster clubs at no cost to the board); Segal Middle baseball field naming for former coach Mike Tobit; a Blackman Middle fence replacement ($8,000, funded from team accounts and $1,000 from the school athletic fund); and approval in concept for a Browns Chapel Elementary Eagle Scout sunshade project (donated; engineering requested additional wind-load documentation prior to final authorization).
The board also approved a Stewarts Creek High School request to begin fundraising for a football field house, with an anticipated fundraising target of $2,500,000 to be covered by donations and fundraising and at no cost to the board; the item requires local-authority approvals before construction, and engineering staff offered to assist with those approvals.
Most of these items passed on voice votes; individual project approvals were presented as having been reviewed by engineering or the appropriate staff. The board’s financial report noted an increase in the TISA-funded enrollment estimate from the prior year (the district reported being funded on 50,751 last year and showing an increase to approximately 51,006 in February); staff said a proposed state “hold harmless” change in the governor’s budget could provide additional millions if adopted by the legislature.
The board’s consent agenda and several routine motions (agenda approval, consent agenda approval and annual policy-review completion) also passed at the start of the meeting.
