Finance director proposes clarifications to Crook County fiscal policies; board to place changes on consent agenda

Key clarifications include a definition for the working capital requirement across funds: staff proposed the metric be the average of budgeted personnel, materials and services, debt service and 20% of budgeted capital outlay expenditures for the current fiscal year. Presenters said this replaces a previously ambiguous sentence.
Finance staff also recommended splitting parole and probation out of the sheriff’s office working‑capital requirements because parole and probation are state grant funded while the sheriff’s office is property tax funded. The redline removes a sentence that had directed the finance director to oversee grant evaluations because county code contains separate grant review provisions.
The proposed finance committee membership was clarified: the committee will consist of the county treasurer or designee, the finance director or designee, and one additional member appointed by the county manager; the finance committee will annually review fiscal policies and recommend changes to the county manager, who will then present them to the board.
Staff said minor wording corrections were made (for example, changing “diversity” to “diversified” under revenue diversification) and adjusted language to reflect the correct title for the body that approves policy changes (board chair rather than county judge). After discussion, commissioners agreed the fiscal policy redline is ready to be placed on the consent agenda for next week’s meeting.
The board asked staff to provide the redline and supporting materials to appear with the consent agenda packet.
