Coupeville council approves cabaret license, Mussel Fest street closures and payroll/payables

The Town of Coupeville Council unanimously approved three routine items at its Feb. 11 meeting.
Cabaret license: The council approved a cabaret license for the applicant proposing to operate under the name Tides and Taps (applicant noted earlier in the agenda as Mitch Aparicio). The motion to approve the cabaret license (CAV25-001 as recorded in the meeting packet) was moved by Council member Jackie, seconded by Council member Jenny and passed unanimously (5–0).
Mussel Fest street closures: The council approved the special-event street closures for the 2025 Mussel Fest. The motion was moved by Council member Rick, seconded by Council member Pat and passed unanimously (5–0). Event organizers thanked the council; the Mussel Fest volunteer coordinator said some volunteer slots remain and provided ticket and volunteer links.
Payroll and accounts payable: Council moved to approve January 2025 payroll and electronic fund-transfer transactions totaling $257,936.91 and January 2025 accounts-payable transactions (EFTs numbered 10884 through 10939 in the packet) totaling $524,685.59. The payroll motion was moved by Council member Rick, seconded by Council member Mike; the combined approvals passed unanimously (5–0).
Why it matters: These votes clear routine administrative items and permit the town’s largest annual waterfront event to proceed under municipal street-closure plans. The payroll and accounts-payable vote authorized the town’s regular disbursements as presented by staff.
