Resident asks council to allow ADA-accessible overnight accommodations in Coupeville’s historic commercial frontage

During the audience-input portion of the Jan. 14 meeting, resident Barbara Summers asked the council to consider changing zoning to allow overnight accommodations in street‑front buildings in the historic commercial district so that accessible, street-level units could be offered to visitors with mobility needs.

Summers asked the council to permit conversions or limited overnight use in the rear or non-street-facing portions of buildings on Penn Cove’s main commercial blocks, naming specific properties (10, 12 and 16 Penn Cove) as examples that have ground-level space suited to accessible units. She said recent requests for accessible lodging went unmet because existing rules restrict overnight units that would otherwise be ADA accessible at the street level, and she offered to fund consultant work — including shoreline and code impact analysis — to draft an approach.

Why it matters: Summers framed the request as both an accessibility and economic-development issue; she said accessible street-level units would help visitors with disabilities and support local businesses by providing lodging options that otherwise don’t exist in the historic district. She also said the initiative would focus on non-street-facing activity so that the public retail frontage remains commercial.

Council response and next steps: Councilors did not take action at the meeting. Staff indicated willingness to accept materials and to consider a formal code amendment request; Summers said she would supply materials and data to staff as needed.
