Edmonds public works to replace 12-year-old street sweeper with $443,981 Elgin Crosswind

Acting Public Works Director Phil Williams told Committee A that staff are seeking authorization to purchase an Elgin Crosswind regenerative-air street sweeper to replace unit 66 after about 12 years of service.
Williams said the Crosswind uses brooms plus a high-velocity air system and an 8-cubic-yard hopper to collect fine particulates and reduce stormwater pollution. He described the machine as especially good at picking up fine particles and sand that can contaminate stormwater and local streams. "It's not about rocks hitting windshields so much anymore as it is about keeping our streets clean from fine particles, dirt, and so forth that will contaminate our stormwater effluent and head right into our local streams and into Puget Sound," Williams said.
The purchase price listed in the packet is $443,981.21. Williams said the unit is sold by Owen Equipment of Oregon and that the city expects to sell the retired sweeper at auction. He said the city budgets fleet replacements based on predictable annual hours and maintenance costs and that this replacement is timed based on rising maintenance expense for the older unit.
Council members asked about dust control features and lifespan; Williams said the vehicle has a water spray for dusty conditions and the city expects about a 12–13 year useful life for this make and model. The committee had no objection to placing the purchase authorization on the consent agenda.
