Edmonds public works recommends two-year contract with JCI Jones for sodium hypochlorite disinfection supply

Phil Williams, acting public works director, told Committee A that staff are proposing a two-year contract with JCI Jones to supply sodium hypochlorite (12.5% solution by weight) for disinfection at the wastewater treatment plant.
Williams said the bid from JCI Jones delivered the chemical at $1.65 per gallon for a 12.5% hypochlorite solution, which the plant uses to disinfect effluent before discharge to Puget Sound. “They gave us a really good bid of a dollar 65 a gallon delivered to the plant, at that 12 and a half percent by weight solution,” Williams said.
Williams said the city had budgeted approximately $250,000 for chemicals in the biennium and estimated the hypochlorite contract would cost roughly $148,500 based on an estimate of 90,000 gallons (about 45,000 gallons per year). He said sodium hypochlorite is safer than gaseous chlorine given the plant’s location and that a separate solicitation for sodium bisulfite (used to dechlorinate effluent) will be brought back at a later council cycle.
Council members raised no objections to placing the contract award on the consent agenda. Williams said the money is within the existing chemicals budget and no budget amendment is required.
