Council Committee B on Wednesday agreed to forward to the full council a memorandum of understanding between the Edmonds School District and the Edmonds Police Department that would give police access to school security camera footage for emergency safety reasons.
Acting Chief Sniffin, presenting the item, said the MOU “is pretty straightforward” and emphasized that “there is no cost to the city.” He told the committee the agreement includes controls on “how we use and what we use it for and when” so that any access for emergency response is recorded and justified.
The committee discussed the agreement’s term. Acting Chief Sniffin said the MOU now includes “a finite ending date” and that the language was changed after a prior committee discussion to address Council Member Olsen’s concern. A committee member noted the packet (page 5) shows the MOU “automatically renews every 12 months” and lists an expiration date given in the packet as “summer 30 first 20 29.”
Committee members voiced support for advancing the item to the full council on the consent agenda. Councilor Mack said he had no questions and supported sending the item forward; another committee member said they also supported it going to consent.
The committee did not record a roll-call vote during the meeting; members present expressed no objections to forwarding the MOU to the full council on consent.
The MOU was discussed as part of other public-safety matters during the committee meeting; presenters and council members said the agreement is intended to improve emergency response while limiting access and use to defined circumstances.
