Edmonds Planning Board adopts action-only minutes, ending narrative summaries

The Edmonds Planning Board voted to adopt action-only minutes for its meetings, a change members said will reduce staff cost and the workload of reviewing verbatim-style summaries. The motion also covers conversion of the January 22 draft minutes into the action-minute format.
Board Chair John, chair of the Edmonds Planning Board, put the motion forward after members raised concerns about inconsistent minute-writing and costs. "So I'd like to make a motion that we use action minutes only, including the January 22 so they don't have to go back and massage that," the chair said during the meeting.
Members who had reviewed recent drafts criticized the narrative summaries as inconsistent and sometimes misleading. Planning Board member Judy told the board she had attempted to rewrite two bullet points from the Jan. 22 draft and concluded the entire packet should be returned because the minutes read like "he said, she said" notes rather than concise summaries. Former board chair Roger Pence, speaking during audience comments, urged caution: "I think it's a step backwards," he said, arguing narrative minutes provided a quicker route for the public and council to find deliberations.
Supporters said action minutes — a shorter, decision-focused format that records motions, actions and follow-up items — would save staff time and reduce expense. Board members also said substantive material they want preserved for City Council should instead be included in formal memos to council, not buried in minutes.
After discussion the board voted and the chair announced the motion carried. The meeting transcript records no nays.
Board members asked staff to convert the Jan. 22 draft into action minutes and to adopt action minutes for all meetings going forward. Staff said they would proceed and return converted material and future samples to the board for review.
The change applies immediately to the planning board's minute-taking process; board members discussed documenting any council-directed items explicitly in memos to ensure substantive feedback is transmitted to City Council.
