Council adopts site-selection criteria for proposed civic campus

A resolution approving criteria to evaluate potential civic‑campus properties passed unanimously Tuesday after a brief presentation by City Manager Jonathan Young.
Young told council that adopting consistent site-selection criteria would guide identification of up to four candidate sites for further evaluation and negotiation. The criteria the council approved emphasize sufficient site size for civic functions, access to transit and light rail, pedestrian access, environmental considerations, projected acquisition cost and financing, potential for secondary programming (markets, gathering space, green space) and the ability to guide surrounding development.
Young said the site-selection effort is one of three simultaneous tracks the city is pursuing: candidate-site review; community engagement to define programmatic needs; and a financing conversation to determine capital options. He said staff will report back in March with status updates and expect a more detailed financing work session in April.
Council members supported the criteria and asked about timeline and whether special meetings would be called for time-sensitive items; Young said staff will keep council actively updated and will call for interim council action if necessary.
Council adopted the resolution to authorize the city manager to proceed with evaluation and negotiation of up to four properties for a civic campus; the motion passed by voice vote with no opposition.
