The Washoe County Planning Commission on March 4 approved abandonment case WAB25-1 to relinquish county interest in a roughly 70-foot-wide slope construction, drainage and utility easement (about 4.76 acres) along the northeast side of Highland Ranch Parkway on parcels APN 50802041 and 50802043 to facilitate the Highland Village Phase 2 subdivision.
Planner Julia O’Lander told commissioners the easement served as a temporary construction easement and was no longer needed because public improvements along Highland Ranch Parkway are complete. The parcels are owned by Highland LLC and the abandonment will enable development consistent with the previously approved tentative map. O’Lander said the Highland Village Parkway subdivision was originally approved by the planning commission on Nov. 16, 2020, for a single-family common open-space development of 215 lots; the current abandonment would enable continued development per those approvals. Agency review produced conditions that are included in Exhibit A of the staff report; staff said it could make the required findings and recommended approval.
Ken Crater, speaking for the owner/applicant, said he concurred with staff and added that construction of 66 lots across the street was expected to begin in the next two to three weeks. There were no public objections recorded at the hearing.
Commissioner Dan Lazarecki moved to approve the abandonment (WAB25-1) for Odyssey Engineering with the conditions in Exhibit A, finding the three required findings under Washoe County Code section 110.806(0.2). The motion was seconded (seconder not specified in the transcript) and passed unanimously (aye votes recorded from Jim Barnes, Michael Flick, Dan Lazarecki, Kate Nelson, Amy Owens and Rob Pierce). The approval is subject to the conditions listed in Exhibit A.
